How will the right answer fit in terms of support and conclusion?

Only the right answer will use the same kind of support and the same kind of conclusion as the argument in the passage.

Highlight the main conclusion in the passage, if there is one:

I will not buy that dress

Buyer: [SUPPORT]. [SUPPORT]. Therefore, [CONCLUSION].

Map the wording of the answers to the wording of the passage:

(A) A snowflake will melt if…

The rule in the passage has “only” in it and this one doesn’t, so those are different kinds of support.

(B) …this hippo will not pass inspection.

There’s a requirement that the hippo be “completely sealed”, which it’s not. Just like the dress in the passage fails the requirement of being “not too expensive”. And just like in the passage, that’s enough for a matter-of-fact conclusion using “not”.

(C) A sidewalk is accessible if…and if…

Again, the rule doesn’t use “only” so these conditions aren’t requirements like they are in the passage.

(D) …this translation is accurate.

This one gives two requirements just like the passage, but then says the “translation” actually meets both. In the passage the dress failed one of the requirements.

(E) …so unless…

This conclusion adds in its own condition using “unless”, but the conclusion in the passage doesn’t have any conditions.

(B) is the correct answer.
