This one starts off pretty well, but the passage doesn’t tell us whether the industry “should have known” the villagers would need to relocate. That’s something new the passage didn’t mention, so it wouldn’t “justify Mateo’s argument”.

(B) Manufacturers should be required to produce goods in a way…

This doesn’t map to the author’s conclusion, which was about who should “help pay”, not how companies should “produce goods”. This wouldn’t support the conclusion.

(C) …governments should not be required to help pay…

This answer is changing the subject. The author wants “the automotive industry” to pay, not the government.

(D) …should be liable for any damage…

You love how strong this is. No matter what, if there’s any damage at all, the industry should pay. That definitely supports the author’s conclusion.

(E) …only if it has a general obligation to help pay for all damage…

This answer was looking good until it said this. Does the industry have this “general obligation”? We don’t know, so we can’t say this supports the author’s conclusion.

(D) is the correct answer.
