How will the right answer fit in terms of support and conclusion?

Only the right answer will add support that guarantees the conclusion.

Highlight the main conclusion in the passage, if there is one:

the agency is unlikely to achieve its goal

[BACKGROUND]. [BACKGROUND]. But [SUPPORT]. So [CONCLUSION], since ______.

Map the wording of the answers to the wording of the passage:

(A) the agency may be unable to sell some of the banks

The passage never says the baking system can’t be strengthened if they can’t “sell some of the banks”, it’s only if the “former owners” buy them.

(B) a single company could buy more than one of the banks

The passage also never says the baking system can’t be strengthened if “a single company” buys them. We only know that happens if the “former owners” buy them.

(C) the country’s overall economy…

…is never mentioned. The author says the goal is only “to strengthen the banking system”.

(D) …financially weaker than the country’s other banks…

The author didn’t make any comparison between banks. You can’t assume “the banking system will not be strengthened” just because some banks will be “financially weaker”.

(E) all of the bidders for the banks are their former owners

This is the only answer that references the wording the author used, instead of bringing in something new that wasn’t mentioned. That’s a pretty big green flag. If “all” of the bidders are former owners, and the system “will not be strengthened if the former owners” buy them, then it’s safe to say it’s “unlikely” the system will be strengthened.

(E) is the correct answer.
